The economic team focusses its activities on solving global challenges with Brazilian stakeholders. We work in areas where NL economic strengths and interests can add value. We work on trade facilitation between the Netherlands and Brazil and on economic diplomacy. We do this in our four main focus areas of work: 1) Energy transition; 2) Sustainable agriculture; 3) High-tech systems and materials; 4) Water, maritime and logistics. Overarching themes are sustainability, climate-friendly economic models and economic resilience.
- In November 2025, Brazil will host the COP30 in Belém do Pará. It will be the first time that the UNFCCC ‘Climate’ COP will be hosted in the Amazon biome. The COP30 will provide the opportunity to further strengthen our bilateral relation with Brazil and engage the private sector to work with us on solving global climate challenges.
- The Economic Officer for COP30 will be part of the project group working on the bilateral COP30 engagement agenda. The specific focus of the Economic Officer for COP30 will be private sector engagement towards the COP30.
- He / she will organize concrete activities and events that are part of our COP30 engagement agenda.
- He/she will help to explore, build and strengthen strategic partnerships with the key stakeholders for the COP30, both private and public.
- The Economic Officer for COP30 will work in a facilitating role within the broader economic network, including the management and economic department of the Embassy in Brasilia, the Consulates General in São Paulo and Rio de Janeiro, as well as with the Netherlands Business Support Offices in Porto Alegre and Belo Horizonte.
- The Economic Officer for COP30 is accountable to the Deputy Head of Mission in the execution of his/her duties, but will work under direct supervision of the team leader for the COP30 project group.
- For the assignment a temporary position has been created for 1 year, and progress towards the final deliverables will be monitored regularly.
Description of duties:
Projects and activities
• Actively partake in the COP30 project team and contribute to the execution of the Road to Belem engagement agenda of the NL network in Brazil.
• Lead or support the private sector engagement activities withing the COP30 group.
• Support the follow-up of already initiated private sector engagement cooperation, e.g. with Dutcham (Nl chamber of commerce in Brazil) and CEBDS (local chapter of WBCSD in Brazil).
• Assist on the development of a report on climate-tech possibilities in Brazil and organization of Climate-tech trade mission in Q2 2025.
• Assist on creating valuable bilateral programs for increased amount of COP30 related pre-visits to Brazil, e.g. from the Climate Envoy accompanied by the private sector.
• Support in organizing a series of “Orange Nights” on the COP30 theme, ensuring valuable branding and facilitate matchmaking between NL companies and Brazilian key stakeholders.
• Assisting the priority sector leads implementing “COP30-linked” activities in their respective areas.
• Perform preparations and organizational support for any other activities, projects or showcases with key stakeholders as identified by the COP30 project group.
Stakeholder engagement and communication
• Continuously support the COP30 project group with stakeholder engagement with COP30 responsible persons in public and private sector in Brazil (federal gov, state gov, private sector (representative bodies), civil society, other donors).
• Support implementation of the communication strategy on the road to the COP30.
• Showcase climate-positive projects of NL companies in events or communication channels.
• Participate and represent The Netherlands in relevant (external) networking events, meetings, panels and seminars and report back to relevant colleagues in the network.
• Ensure solid recording of stakeholder engagement in our CRM systems, including our ‘Achilles’ platform.
Research, analysis and knowledge sharing
• Provide high quality advice on developments that are relevant for implementation of our strategies around COP30.
• Prepare meetings of the COP30 project group and/or the economic network and with key stakeholders. This includes preparing speaking notes and speeches.
• Make actionable notes of meetings and coordinate follow-up among colleagues and stakeholders.
• Organize knowledge sharing and access to information for the network regarding the COP30 agenda, and propose relevant guest speakers for the economic network on these topics.
General tasks as part of the team
• Participate and contribute to general staff activities and meetings, as well as perform more general team tasks or back-up activities in case of peak workload, special events or occasionally covering for colleagues as deemed necessary by the management.
Knowledge & Skills / Job requirements
- Level of education: Higher professional education level in a relevant field
- Level of experience: At least 5-10 years’ relevant experience working in the field of trade facilitation and sustainability/climate in an international environment, either private or public.

- Knowledge of trade facilitation and global sustainability challenges.
- Strong communication, networking and stakeholder engagement skills.
- Experience in working in an international environment with a wide variety of stakeholders.
- Team player; able to engage within a team, communicate openly, manage expectations.
- Existing strong network in Brazil in the field of work, in private and/or public sector.
- Project management excellence: result-oriented working, time management, project planning, ability to prioritize;
- Proficient in the use of (graphical) tools and applications to be applied for (basic) graphical design programmes for infographics, external communication tools, CRM management etc.
- Comprehensive knowledge of Portuguese and English, in speaking, reading and writing. Knowledge of the Dutch language is an advantage.

Working Environment
- The diplomatic, consular and economic / business support network of the Kingdom of the Netherlands in Brazil comprises the Embassy in Brasilia, Consulates-General in Sao Paulo and Rio de Janeiro and Netherlands Business Support Offices (NBSO’s) in Belo Horizonte and Porto Alegre.
- The Economic Officer for COP30 will be working either in the Economic department of the Embassy (approximately 8 persons), or in the Economic department of the CG Sao Paulo (3 persons), and will be part of the economic network of the Kingdom of the Netherlands in Brazil (approximately 25 persons in Brazil and NL).
- The Embassy in Brasilia has around 30 staff members, including 10 expat diplomatic staff. The Chancery of the Embassy is located within the diplomatic area in Asa Sul of the Plano Piloto in Brasilia.
- The diplomatic compound is a park-like garden of 2,5 ha in size and provides a nice working environment.
- CG in São Paulo represents the Dutch economic, consular and cultural interests in 5 southern states of Brazil. The CG consists of 18 employees, including 4 expat diplomatic staff and a consular department working for the entire network. It is an enthusiastic team of diverse employees. The consulate is located at the Avenida Brigadeiro Faria Lima.
Terms of employment
The appointment will be effectuated on the basis of a local contract according to the Locally Employed Staff Council (LESC) rules and regulations of the Ministry of Foreign Affairs of the Netherlands.
