CALL FOR PROPOSALS - Cultural Connections, Livable Cities - 2024
Seeking to facilitate international cooperation between the Netherlands and Brazil in the cultural field, the Embassy and the Consulates General of the Netherlands invite cultural institutions, artists, cultural professionals, producers, and collectives to submit proposals aimed at fostering exchange between these two countries on the theme "Livable Cities" The role of creativity, art, and culture in issues of cultural diversity and inclusion in the city is becoming increasingly important. This public call provides funding for cultural projects between Brazil and the Netherlands that contribute to the quality of life in the city, with a focus on the theme "Livable Cities".
What are we looking for?
- Cultural projects should highlight Dutch culture and/or promote
cultural exchange between Dutch culture and Brazilian culture.
Activities must take place in Brazil.
- Digital, in-person, and
hybrid projects will be accepted.
- The project must begin after
June 1, 2024, and last until no later than December 31, 2024. Projects
that have already begun before the acceptance of the proposal by the
Netherlands are only eligible if the requested funding is for new
activities within the scope of the ongoing project.
- Project
proposals must involve at least one Brazilian partner and one Dutch
partner, each with a clearly defined role within the project.

The proposal must be accompanied by a solid communication strategy.
The project's outcomes and how they will be achieved must be clearly
explained in the proposal.
What do we offer?
- The Embassy and the Consulates General of the Netherlands may
fund between R$ 10,000 and R$ 50,000.
- Support will be
transferred in a single transfer to the Brazilian applicant's bank
account, which must be a legal entity, holder of CNPJ and a Brazilian
legal entity bank account, responsible for paying any partners and
third parties.
- The amount cannot be transferred to international
accounts or in multiple installments. If the project involves payments
to international artists or organizations, this must be accounted for
in the overall budget.
- Support will only be granted if the
resources of the Embassy and Consulates General are sufficient.
What do we request?
- The applicant must be a Brazilian legal entity (possessing an
active CNPJ), with no tax or fiscal debts to the federal and state
governments, and not dependent on Dutch financial contributions for
its operation and maintenance.
- The applicant has a solid
financial management and guarantees the efficient implementation of
the activities for which funding is being requested.
- The
applicant must bear a portion of the project costs, with full funding
by the Embassy and Consulates General of the Netherlands being
prohibited. This contribution can be calculated in direct or indirect
costs (overheads, use of physical facilities, team working hours,
etc.), but must be included in the contribution from the parties.
Third-party contributions are allowed, provided these institutions
meet the same requirements as the applicant listed above.
- The
activity for which funding is being requested cannot aim to finance
commercial services, investments, as well as political projects.

The Embassy and Consulates General of the Netherlands cannot finance
the payment of any taxes and fees, the acquisition of material goods
that can subsequently be incorporated into the assets of the applicant
or its partners, such as vehicles, computer and electronic equipment,
industrial equipment, etc.
- The payment of operational costs of
the applicant (such as electricity, water, etc.) and per diem for
participants invited to the project is also prohibited. Salary payment
for employees and professionals directly involved in the project is
allowed, provided it is calculated exclusively when working on the project.
How to apply?
Proposals can be submitted at any time until the deadline of MAY
7th , 2024, by completing this Project
Proposal form.
Proposals submitted after this date will not
be considered.
- Only proposals that fit the theme of "Livable Cities"
and have a connection to Dutch culture will be analyzed.
- It is
essential to submit the total project budget, detailing the activities
to be carried out, the unit and total values for each activity, and
who (whether the organization itself, third parties, or the Embassy of
the Netherlands) will finance them. The budget can be filled out
through the form or sent as an attachment. An excel budget template
can be downloaded in this link.
- The Embassy and Consulates General reserve the right to send a
counter-proposal to the applicant, indicating the amount and which
budget lines we intend to finance.
- Project proposals will be
exclusively analyzed by the Embassy and Consulates General of the
Netherlands in Brazil. The selection will take into account the
information presented in this form compared to other proposals,
considering priorities, feasibility, impact, and visibility of the
project. The decision on the outcome of this open call is final, with
no further stages.
- Only proposals submitted through the correct
and complete filling of the form will be accepted.
