The Embassy of the Kingdom of the Netherlands in Beijing has a temporary vacancy for a senior cultural affairs officer.
The senior cultural affairs officer will support the China wide cultural network and provide the Embassy’s culture and communication cluster in Beijing with information about developments in the cultural field. It is a challenging and dynamic job.
Duties and result areas
- Identify, analyse and monitor Sino-Dutch cultural opportunities and events in China with a focus on a strategic partnerships between Chinese and Dutch cultural institutions.
- Analyse relevant trends and developments in the cultural field in China and report these to the department head.
- Maintain an adequate professional network with Chinese government authorities, cultural organisations and cultural media; matchmaking between Chinese and Dutch cultural organizations and local authorities;
- The officer will administer projects in the cultural field;
- Gather information, write articles on cultural events on Chinese social media;
- Maintain and monitor the database for cultural network.
The senior cultural officer: - Bridges the cultural (and language) differences between the Embassy and the Chinese field by translating/communicating the cultural differences;
- Supports Dutch interests in bilateral negotiations; provides information, identifies needs and carries out PR activities concerning cultural affairs;
- Prepares visits and missions of Dutch delegations and accompany these delegations if required;
- Acts as a service contact point for Dutch and Chinese cultural and governmental organisations; and represents the embassy at professional occasions.

Knowledge & skills / job requirements
- University education level;
- At least 3 years professional experience in the cultural field;
- Knowledge and expertise in the cultural field;
- Pro-active, creative and taking initiative, a team player, ability to work independently on projects; positive constructive attitude;
- Experienced in working with projects, used to work with deadlines, with an eye for detail;
- Knowledge of China's cultural structure, cultural policies, legislation as well as cultural developments (national and international);
- Skills in analyzing questions and answering them orally and in writing;
- Effective networker in the cultural fields and working in such a way that the network can be easily shared with colleagues;
- Native Chinese speaker;
- Fluent in English;
- Familiar with and knowledgeable of Western and Chinese culture and customs.
Working environment
The Netherlands has an extensive diplomatic and business support network in China. In addition to the embassy in Beijing, there are Consulates-General in Guangzhou, Hong Kong and Shanghai, and six Dutch business support offices elsewhere.
The CCO department consists of nine colleagues: three for education/science, two for culture, three communication staff, an office manager and a head of the department. The working environment is dynamic with many contacts and with high-level delegations visiting China and interaction with various Chinese government departments.
Type of employee required
For this position we are looking for a colleague who has experience in the cultural field in China and abroad. Theoretical knowledge as well as practical experience in this field is required. To a large extent the employee makes his/her own choices and decisions about approach and way of working. A positive attitude and sense of humour is an added value.
Employment conditions
- A temporary contract for the duration of the maternity leave of the current Senior Cultural Affairs Officer.
- Chinese nationals will be employed via the Beijing Personnel Services Corporation of the Beijing Diplomatic Services Bureau.
- The position is classified in pay level 8. The corresponding salary scale comprises 16 pay numbers, from zero through 15. The successful candidate will be offered a pay number in accordance with the years of relevant experience. At present the salary for job level 8, pay number zero amounts to CNY 19,237.90 per month gross, whereas the salary for job level 8, pay number 15 amounts to CNY 28,856.85 per month gross (for 30 hours per week).
- The Embassy has a 38-hour working week, from Monday through Friday. Overtime is compensated in accordance with the Chinese laws and regulations.
- The Embassy pays a 13th month salary.
