Job Description
The Netherlands Embassy has 5 main policy objectives which are relevant for the position of Policy Officer for Migration and Regional Affairs:
  1. Migration Cooperation;
  2. Tracking Egypt’s relations with neighboring countries and its regional role;
  3. Strengthen international legal order;
  4. Peace, Security and Stability – in particular looking regionally;
  5. Multilateral Cooperation.
As a policy officer, you will be primarily responsible for developing and implementing the Dutch policy in the field of migration by reporting on its relevant development in Egypt and the region. You will proactively contribute to the Dutch positioning towards all relevant policy issues on this matter.

You have a solid network among federal and local authorities, other donors, UN organizations, and (I)NGOs. You report on the situation, progress and results of projects and the context in which migration programs and projects are implemented. You are responsible for the management of funds delegated to the post and contribute to the monitoring and evaluation of centrally funded projects.

The policy officer may be asked to work on other policy areas as required.

Tasks
  • Following up and reporting (together with other colleague) on migration and regional political issues that are relevant to the Netherlands’ agenda, also as an input to policy making.
  • Identify possibilities for (co) funding of projects/programs in the field of migration and the agreements between Egypt and the Netherlands on migration.
  • Translating overall ministerial policy frameworks into proposals for action by the embassy.
  • In line with the embassy's multi-annual country strategy, annual plan, and other policy frameworks, contribute to the embassy's development cooperation projects portfolio in the field of migration.
  • Formulating our response to project proposals (feedback on all aspects of a proposal such as its budget, logical-framework, workplan and project structure).
  • ound understanding of the Dutch policies on migration and its implications for the relation with Egypt. As such follow the developments in Egypt in areas/sectors relevant for the Netherlands policy.
  • Formalizing our support to a project, supervising its implementation as formally agreed and ensuring internal and external coordination and integration with other activities or projects.
  • Representing the Kingdom of the Netherlands at relevant donor coordination meetings.
  • Operate in relevant policy networks to engage in policy dialogue to further Netherlands policy objectives.
  • Have a strong network of contacts within governmental agencies, national councils, civil society organizations, and multi-lateral and bi-lateral donor agencies.
  • Sound management of the project portfolio in all aspects: 1) appraisal of annual plans/progress reports; 2) appraisal of financial claims, transfer in consultation with financial controllers; 3) active participation in relevant meetings; (e.g. financially, administrative, and policy-wise).
  • Drafting speeches, talking points and background notes for the Netherlands Ambassador and members of the Management Team on relevant issues.

Knowledge/Skills
  • University degree in relevant field (masters in migration studies, international relations, political science, or other relevant academic fields).
  • Level of experience: at least 2-5 years of relevant experience in the field of migration and geopolitical affairs is required preferably in Egypt with donor countries, academia, think thanks and/or international organizations.
  • Fluent in speaking, reading, and writing of English and Arabic. Some knowledge of Dutch would be an advantage.
  • Excellent team player that puts the team result above his/her own.
  • Possesses solid political and analytical skills and capable of analyzing problems from different angles.
  • Knowledge of project management, methods, and techniques for drawing up project plans and performing evaluations, and skills in using them.
  • Skill in translating insights and information into advice, plans and reports, and in assessing their policy and financial implications.
  • Excellent writing skills.
  • Excellent communication and coordination skills.
  • Excellent networking skills, specifically in civil society and among other relevant actors.
  • A self-starter and able to work in a structured manner.

Working Environment
The Embassy of the Netherlands in Egypt has 38 staff, including 11 diplomats. The embassy is active in the fields of politics, economy, agriculture, water, energy, migration, culture, gender, defense, police, general affairs and consular.

The policy officer will be supervised by the deputy Head of Mission and will work in close cooperation with colleagues working on related themes.

The policies on Egypt are expected to be re-formulated in the coming years ahead, in line with political developments in the Netherlands.
