Job Description
The Embassy of the Netherlands in Egypt is recruiting a temporary policy officer to increase Egyptian-Dutch renewable energy cooperation. Egypt and the Netherlands share common interests in further developing the renewable energy sector in Egypt. Within this field, establishing a green hydrogen import corridor, connecting clean power generation in Egypt with consumers/buyers in The Netherlands/Europe, is of particular interest.
The embassy has actively supported renewable energy cooperation over the past year, and will continue to do so. This has resulted in a significant number of initiatives and leads to be explored and followed-up. There is significant potential for more business, investment, knowledge exchange and government-to-government cooperation. Leads to be explored and pursued include: investment opportunities for Dutch investors, business opportunities for Dutch companies in joint (port) infrastructure, synergies with hydrogen initiatives in the Gulf region, setting up knowledge exchange programs and enhanced cooperation with IFIs and likeminded countries. Aside from working on these leads, the embassy also has the ambition to develop a structure to retain a relationship with the Dutch and Egyptian organizations involved.
The policy officer renewable energy will play a pivotal role in realizing these ambitions. As part of the economic team, the officer will build on the existing knowledge, network and capabilities. The work will be a combination of strategic and tactical planning, combined with operational tasks such as organizing visits and events.
By the end of the project, the policy officer renewable energy will have contributed to:
- A solidified position for the Egyptian-Dutch green hydrogen import corridor
- More business and investment opportunities for Dutch companies and investors identified and pursued
- A structure (e.g. organization, partnership) to sustainably retain a relationship with relevant Egyptian and Dutch parties
Tasks
- Help draft an action plan for renewable energy and green hydrogen cooperation between the Netherlands and Egypt
- Identify opportunities for Dutch companies and investors in the entire green hydrogen value chain, including links with joint (port) infrastructure and renewable energy
- Follow and provide updates for relevant stakeholders on green hydrogen developments in Egypt
- Map relevant opportunities for knowledge exchange projects
- Facilitate connections between relevant Dutch, Egyptian and international stakeholders
- Develop a structure to retain a relationship with relevant (Dutch) organizations
- Gather best practices from relevant partners and other embassies
- Explore cooperation opportunities with IFIs and likeminded countries
- Promote opportunities in Egypt to Dutch companies and investors
- Organize relevant events and (incoming and outgoing) visits
- Other related economic tasks

Knowledge/Skills
- University degree in relevant field (business, energy, finance)
- Fluency in speaking, reading and writing of English and Arabic
- Good knowledge of the renewable energy and green hydrogen sector in Egypt
- Relevant network in the renewable energy and green hydrogen sector in Egypt (private and public sector)
- Good understanding of business and investment needs
- Organizational and analytical skills
- Skilled in communicating with internal and external contacts at various levels and between cultures
Working Environment
The Embassy of the Netherlands in Egypt has 38 staff, including 11 diplomats. The policy officer renewable energy will join the combi-cluster, consisting of 10 colleagues, led by the head of economy and cooperation. The combi-cluster works on sustainable trade, investment and cooperation. Topics include agriculture, water management, energy and private sector development. Where possible, synergies between aid and trade are pursued. The policy officer renewable energy will work closely with the colleagues in this cluster. Other departments in the Embassy are 1) the Political, Public Diplomacy and Cultural Affairs department, including Defense and 2) the General Affairs and Consular department.
