Senior Security Advisor
The Embassy of the Kingdom of the Netherlands in Addis Ababa has a Vacancy for a Senior Security Advisor.

Job level/remuneration: Local salary scale 8 - Salary is pegged to the Euro, paid in ETB.
Working hours per week: 40
Job assignment Temporary contract assignment for 12 months.
Objective
The objective of the Senior Security Advisor position is to contribute to ensuring the security of EKN and staff and property in Ethiopia. The Senior Security Advisor will contribute to this objective by following and reporting on all relevant security developments that may impact the EKN, its staff and activities. The Senior Security Advisor will perform threat assessments for travel within country of employment as well as for specific events and will advise management on measures required to ensure security. In order to do this, the Senior Security Advisor will manage relationships with:
• National security authorities.
• Security staff (both local and international) at other Embassies, CG’s, the UN and other relevant organizations in Ethiopia.
• All security companies that provide security services, both contracted directly by the EKN or by various landlords.
The Senior Security Advisor will report to the (Deputy) Security Coordinator of the Embassy. The following section on key responsibilities provides more information on typical duties and activities.
Responsibilities
The Senior Security Advisor’s responsibilities include, but are not limited to, the following tasks:
1. Actively monitor the current security situation in Country of employment and inform the (Deputy) Security Coordinator of relevant developments on a weekly basis or as required.
2. Advise on security issues and measures as requested, but also takes pro-actively action to improve the security measures.
3. Assess, implement, and update all EKN security plans and measures to ensure that security measures are up to date with existing threats.
4. Under responsibility of the (Deputy) Security Coordinator, ensure that the preparatory tasks arising from the different security plans are carried out and operationalized and evaluated on a regular basis.
5. With respect to visits and travel, prepare security reports and threat assessments and go on reconnaissance missions on request.
6. Manage the day-to-day relationship and cooperation with both the contracted security companies as well as companies contracted by landlords, its representatives, and guards on duty.
7. Establish and maintain contact and relationship with national security authorities such as police, and army, as well as other relevant local entities such as fire departments and hospitals.
8. Maintain relations with the security personnel of the international representations in Ethiopia including Dutch NGOs and Dutch companies, attend meetings related to security.
9. Oversee the adherence to standard operating procedures (SOPs) by security officers/ security companies (security buttons, traffic QRF, etc.) in position at the EKN and all residences.
10. Advise on security arrangements for high-level events organized by the embassy and ensure close cooperation and coordination with relevant actors, including police and security companies.
11. Develop and conduct (in cooperation with the security company representatives) EKN/CG specific skills development activities for existing security officers to ensure that security officers understand and are able to perform the specific security tasks required by EKN;
12. Oversee and ensure compliance of EKN staff with mission specific security instructions, travel instructions and standard security procedures (including drivers), in coordination with the (Deputy) Security Coordinator.
13. Conduct regular staff briefings, provide staff training, as required, in relation to EKN security procedures, including mission-specific security instructions, travel instructions and key emergency procedures, including through exercises and testing of safety and security procedures and equipment, in close coordination with the (Deputy) Security Coordinator.
14. Take care of the inventory, condition, and use of EKN safety equipment and ensure proper maintenance and timely replacement.
15. Mediate between the emergency services and the embassy at the time of immediate incidents in Addis Ababa involving EKN staff (e.g. traffic accidents/ crime) and coordinate effective emergency response.
16. Verify, document, record, report and investigate all security incidents.
17. Conduct inspections of new residences for EKN personnel.
18. Brief visitors from the Netherlands on security issues.
19. Organize regular tests of communication equipment.
20. Organize security exercises with the guards and organize security exercises with relevant staff in the Embassy.
Qualifications
The following qualifications are considered essential:
• Min. Bachelor’s degree in a relevant study in the field of security.
• Min. 5-7 years relevant experience, preferably at an international organization.
• Demonstrable experience in operational security, preferably in a security management role.
• Good communication skills, with a good command of spoken and written English. A working knowledge of one of the main languages in the country of employment can be useful.
• Computer literate with good command of Microsoft Office software, including Word, PowerPoint and Excel.
• Good knowledge of the functioning and operational organization of national security authorities.
• Ability to develop an effective network in the field of security.
• Ability to work independently, with minimal supervision, and as part of a team.
• Ability to multi-task and work under pressure with tight deadlines.
• Ability to patiently and effectively manage a wide range of situations.
• Good interpersonal, collaboration, communication, and organizational skills.
• Valid driver's license.
The following additional qualifications are desirable:
• Crisis Management Experience.
• Certified completion of Health and Safety courses.
• Certified ability to drive armored vehicles.
• Certified completion of HEAT and CAC courses.
• Practical experience as a trainer on security related issues.
The Embassy cannot sponsor work permits for employment purposes.
