Call for Proposals 2025 for Georgian Civil Society Organisations

The Embassy of the Netherlands in Georgia is pleased to announce the first call for proposals 2025 for Georgian civil society organisations under MATRA and the Human Rights Fund. Please note that the Embassy expects to announce a second call for proposals in summer 2025.

MATRA

The objective of MATRA is to contribute to sustainable societal transformation. Projects submitted for funding under MATRA should focus on supporting democratisation and/or on addressing related challenges that Georgia is facing at the moment.

Human Rights Fund

We aim to support the following four human rights priorities from this Fund in 2025: 

  • Freedom of expression online and offline;
  • Equal rights for LGBTIQ+ people;
  • Human rights defenders and civic space;
  • Equal rights for women and girls.

Eligibility criteria:

-    This call is open to independent, non-partisan civil society organisations working in Georgia. Priority will be given to projects and organisations working outside Tbilisi.
-    An organisation can submit only one proposal and only under one instrument: that is, either under MATRA or under the Human Rights Fund.
-    Projects that largely or exclusively involve delivery of goods or materials are not eligible.
-    Projects can have a proposed start date any time between 1 April 2025 and 15 June 2025. 
-    Budget requested from the Embassy of the Netherlands for the project can be maximum GEL 70,000.
-    Co-funding with other donors is permissible. 
-    Duration of the project can be between 6 and 18 months.

Procedure and provisional timeline:

-    Applicant submits a full proposal with the budget using these forms by 21 February 2025 via e-mail
-    Please submit the proposal and the budget as Word and Excel documents.
-    Proposals can be submitted in Georgian or English. 
-    Questions related to this call can be sent via e-mail.
-    Final selection of projects is expected to become known in the first week of March 2025. Applicants will be notified by email.
