General features of job

  • The Facility Manager is responsible for the maintenance and condition of all constructions, technical/electrical/climate control/air purification installations, plumbing’s, fittings, wirings, facilities and gardens at the Embassy compound as well as at the Ambassador’s Residence compound.

  • In the exercise of this responsibility, the Facility Manager makes sure that he/she, his/her team and external contractors adhere to Dutch occupational health and safety standards.

  • The Facility Manager prepares tenders for the procurement of products and services, taking into account CSR rules and regulations.

  • The Facility Manager supervises external contractors in performing the works contracted out to them;

  • The Facility Manager operates computerised software systems and applications for the planning and execution of maintenance.

  • The Facility Manager is accountable to the (Deputy) Head of the Department for Consular and Operational Management.

Duties & Result areas

Description of duties:

Compounds of the Embassy and the Ambassador’s Residence

•            Managing the facility team comprising of four technicians and ten gardeners.

•            Actively coaching technicians and gardeners to elevate their knowledge, quality standards and client orientation;

•            Planning and organising maintenance in accordance with the software applications in use and/or approved by the Directorate for Housing and Facilities (DHF) of the Ministry of Foreign Affairs in The Netherlands. Keeping track of critical items. Projecting budgetary requirements for the same;

•            Preparing tender documents, assessment of offers and selection of the best possible one(s);

•            Surveying the quality of the works done by the technical team and the gardeners employed by the Embassy as well as the works done by local contractors;

•            Coordinating the technical logistics of gatherings at the Ambassador residence, as well as at the Chancery.

Staff Residences

•            Maintaining contacts with Real Estate brokers that offer suitable housing for the expatriate staff members of the Embassy;

•            Inspection of houses and/or apartments selected by expatriate staff members for their (future) residence;

•            Responsible for physical safety measures of the Chancery, the residence of the Ambassador and the residences of other expatriate staff as per the requirements of the Ministry of Foreign Affairs in The Hague.

General

•            Be alert on developments in the field of maintenance and products that provide better quality and/or are more (energy) efficient, as per international standards.

Description of result areas:

•            The construction, technical installations, plumbing, fittings, wirings and garden of the Chancery are in excellent and safe condition;

•            The construction, technical installations, plumbing, fittings, wirings and garden of the  Residence of the Ambassador are in excellent and safe condition;

•            The construction, technical installations, plumbing, fittings, wirings of the houses and other buildings and facilities at the Chancery compound are in excellent and safe condition;

•            The technical team and gardeners employed by the Embassy deliver high quality work and service;

•            Local contractors deliver high quality work and service;

•            The focus of the technical team is on preventive maintenance in order to avoid breakdowns and necessary repairs. The standard software applications are up-to-date, and the resulting maintenance planning is strictly implemented;

•            The expatriate staff members of the Embassy are well assisted in their search for their housing and the housing concerned is contracted in accordance with official policy and regulations.

Knowledge & Skills / Job requirements

Level of education: At least a bachelor’s in engineering and professional project management certificates.

Level of experience: A minimum of 10 years’ experience as facility manager with project and maintenance management.

Knowledge

  • Profound general technical (engineering) / facility and project management.

  • Knowledge of safety and inspection regulations, technical regulations, occupational health and safety regulations and equipment specifications.

  • Comprehensive knowledge of English and Hindi, both verbally and in writing.

 Working Environment

Describe in brief the Mission (tasks, size) and the physical environment in which the successful candidate will be working:

  • The diplomatic, consular and business support network of the Kingdom of the Netherlands in the Republic of India comprises the Embassy in New Delhi, Consulates-General in Bangalore and Mumbai and Netherlands Business Support Offices (NBSO’s) in Ahmedabad and Hyderabad.

  • The Embassy has around 80 staff members. The Chancery of the Embassy is located within the diplomatic enclave at 6-50/F Shantipath, Chanakyapuri, 110021 New Delhi.

  • The Chancery compound also contains four expatriate staff residences, a workshop, a professional gym, a swimming pool and a multisport court. The Chancery and the four expatriate staff residences are around 65 years old and maintenance intensive. The Ambassador’s Residence is a historic building in the Lutyens district. On site, there are six support staff apartments, stores and a swimming pool. The Embassy rents apartments for all other expatriate staff members.

Describe the composition of the team in which the successful candidate will be working:

  • The Facility Manager is one of the pillars of the Operational Affairs cluster of the Department of for Consular and Operational Affairs.

  • The team managed by the Facility Manager comprises four technicians, a head gardener and nine other gardeners. Some of the technicians are working for the Embassy for longer time. They lack an adequate vocational education and require close monitoring by the Facility Manager on the quality and timing of the work done.

Type of employee required

An enthusiastic conscientious professional who is dedicated to deliver high quality work, capable of steering and motivating his or her team, able to anticipate, plan and organise well, and has excellent customer service skills.

Employment conditions

The selected candidate will be offered an employment contract for one year. Upon expiry of this contract, a two-year employment contract will be offered in case of excellent job performance. On the same condition, a three-year employment contract will be offered upon the expiry of the second employment contract. Thereafter, successive three-year contracts will be offered, provided the employee is performing well.

Upon employment, the employee will be ranked in salary scale 8, the same as the job level. All ten salary scales at the Embassy comprise 16 pay numbers.  The pay number assigned to the employee upon employment depends on the number of years of relevant experience.  After every 12 months, the employee may be awarded one additional pay number depending on his or her job performance in the preceding 12 months.  At present, salary scale 8 starts with a gross monthly salary of INR 137,714 for pay number 0 and ends with a gross monthly salary of INR 206,570 for pay number 15. Every December a 13th month salary is paid.  Within certain restrictions 95% of necessary medical cost are reimbursed. Income tax and social security premiums are to be paid by the employee in accordance with Indian Law and regulations. Salaries are reviewed every first of January.

Employees are encouraged and supported to seek further training and education to improve their skills and broaden their employability. This is largely paid for by the employer.
