Two Days of Dutch-Indonesian Cyber Law Exchange

The Dutch Embassy, in collaboration with the Indonesia Cyber Security Forum (ICSF), the Communication and Information System Security Research Centre (CISSReC), and Cyber Law International, organized the 'Cyber Law Expert Panel: Strategic Approaches to Cyber Governance—International Law Applicable in Cyberspace'.

Held on June 26–27, 2024, the event brought together 50 key stakeholders, including government regulators, policymakers, ministry representatives, state-owned enterprises, military and defense personnel, and members of educational institutions.

Themed "Bridging Regulatory, Strategic, and Operational Perspectives in Cybersecurity," this year’s panel aimed to address the complexities of cyber governance and the role of international law in managing cyberspace. 

Day 1 Highlights

The event commenced with welcome remarks from Ardi Sutedja, Chairman of the Indonesia Cyber Security Forum, setting the stage for two days of intensive discussions and collaborations. His Excellency, Adriaan Palm, Ambassador of the Netherlands to Indonesia, delivered a compelling opening address, emphasizing the critical importance of international cooperation in the field of cyber law. “While we cannot prevent security incidents in cyberspace, we can increase our resilience,” said Palm. “We believe the key to such resilience lies in close cooperation between governments, businesses, and knowledge institutions (or 'multistakeholderism’), as well as close international cooperation. Indonesia and the Netherlands are among the most digitalized countries in Asia and Europe. And with that, cybersecurity is an absolute precondition for keeping our countries safe and up-and-running.”

The official launch of the event was marked by Hinsa Siburian, Head of the National Cyber and Encryption Agency of the Republic of Indonesia (BSSN), who underscored Indonesia’s commitment to strengthening its cybersecurity framework in line with global standards.

A key highlight of the first day was the introduction of Cyber Law International’s educational program, designed to equip participants with in-depth knowledge of international cyber law. Esteemed experts such as Liis Vihul, CEO and Founder of Cyber Law International, and Professor Michael Schmitt, Director of Legal Affairs at Cyber Law International, led sessions that delved into the complexities of cyber governance. The day concluded with a networking dinner, providing attendees with the opportunity to engage in deeper discussions and forge new connections.

Day 2 Highlights

The second day of the panel began with insightful opening remarks from Dr. Pratama Persadha, Chairman of CISSReC, setting the tone for a day focused on the emerging trends and challenges in Indonesia’s cyber law landscape. A panel discussion on "Emerging Trends in Indonesia Cyber Law" featured notable speakers including Pudja Unggul Kartiman, Deputy Chairman and Co-Founder of ICSF, Liis Vihul, and Dr. Pratama Persadha. This session provided a comprehensive overview of the current and future directions of cyber law in Indonesia.

Further sessions explored international and domestic responses to hostile cyber activities, with Professor Michael Schmitt and Professor Marko Milanovic leading the discussions. These sessions provided attendees with critical insights into the legal frameworks governing cyber incidents and the strategies for effective response.

The event culminated in a capstone exercise that simulated a cyber incident, allowing participants to apply the theories discussed in a practical setting. The exercise was followed by a debrief and lessons learned session, ensuring that attendees left with actionable knowledge and strategies. The event concluded with closing remarks from Mark Hengstman, Deputy Head of Political Affairs at the Embassy of the Kingdom of the Netherlands to Indonesia, Timor-Leste, and ASEAN, and Pudja Unggul Kartiman, who expressed their gratitude for the active participation and engagement of all attendees.
