1. The Government of Mozambique (GoM) has received financing from the World Bank toward the cost of the Cyclone Idai and Kenneth Emergency Recovery and Resilience Project and intends to apply part of the proceeds toward payments under the contract for Coastal Protection Construction Works in City of Beira. This contract will be jointly financed by World Bank, the Government of the Netherlands (GoN) through their DRIVE program, which is administered by the Invest International (II) and KfW Development Bank. Bidding process will be governed by the World Bank’s Procurement Regulations.
2. The Administração de Infra-Estruturas de Água e Saneamento, Instituto Público (AIAS, IP) now invites sealed Bids from eligible Bidders to carry out the works for Coastal Protection Construction Works in City of Beira, which includes coastal defense structures against coastal flooding, landscape interventions, drainage structures and technical assistance, in accordance the existing requirements of the Final Design, Technical Specifications and Tendering Specifications. The activities to be developed and which are the subjects of this contract include the specialties listed below: Civil Works; Marine Works; Nursery Works; Landscaping; Technical Assistance and Capacity Building.
3. Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers- Procurement in Investment Projects Financing”
September 2023 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
4. 5. The Bidding document in English Language may be requested by interested eligible Bidders upon the submission of a written application to the email: procurement.aias@gmail.com. The document will be provided to prospective Bidders through a link to download the Files. AIAS, IP is not accountable for changes or damage to download the files.
6. Bids must be delivered to the address below on or before March 06, 2025 at 10:00 a.m (Maputo - Local Time). Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below.
7. All Bids must be accompanied by a Bid Security of USD875,000.00
8. All Bids must be accompanied by a Sexual Exploitation and Abuse (SEA) and/or Sexual Harassment (SH) Declaration.
9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the bidder’s beneficial ownership using the Beneficial Ownership Disclosure Form as included in the bidding document.
