Establishment of the Register of Damage

During the 4th Summit of Heads of State and Government in Reykjavik (2023), various Council of Europe member states and observer states (Canada, Japan, the United States and the European Union) agreed to set up a Register of Damage caused by Russia’s war of aggression against Ukraine.

The Register serves as a crucial repository for evidence and claims related to the damage, loss, or injury incurred since 24 February 2022. It marks the first step towards an international compensation mechanism, underscoring the shared commitment to holding the Russian Federation accountable for its actions.

The Register of Damage (RD4U) has been open for submissions of claims since the 2th of April 2024. The official announcement was made by RD4U Executive Director at the 4th meeting of the Conference of Participants of the Register of Damage for Ukraine, held in The Hague as part of the Ministerial Conference on “Restoring Justice for Ukraine” attended by ministers and senior officials from more than 60 states.
