L.12 Draft resolution Freedom of Opinion and Expression

Statement delivered by H.E. Paul Bekkers, Permanent Representative of the Kingdom of the Netherlands and H.E. Leslie Norton, Permanent Representative of Canada

Mr President,

The resolution in front of us does not only emphasize the importance of the right to freedom of opinion and expression. 

It also seeks to acknowledge and address the increasing number of threats to this right and the ever-complex global realities in which this right is exercised. 

From the spread of disinformation, which erodes trust and aims to sow division within societies. 

To the increased use of measures such as Strategic Lawsuits Against Public Participation (SLAPPs), aimed to silence the important and critical voices of journalists, media workers, human rights defenders and broader civil society. 

Or still, the continual patterns of intimidation , harassment or worse aimed at those bringing truth to bare in the course of their work, including when reporting on the human impact of an armed conflict. 

This resolution does not only express deep concern about these harmful trends but also calls upon States to take action.

To promote, protect and ensure the full enjoyment of the right to Freedom of Opinion and Expression.

To take measures to support media freedom.

To adopt policies ensuring access to information.

To implement measures to discourage SLAPPs.

As a core group we kindly ask that the Council endorse this important message by adopting this resolution by consensus.
