L.20 / Explanation of Vote before the vote Fact-Finding Mission in Iran, delivered by Lieke Brands, Permanent Representation of the Kingdom of the Netherlands to the UN in Geneva

The Kingdom of the Netherlands thanks the core group for their leadership on resolution L.20 regarding the human rights situation in Iran. They have taken an inclusive and constructive approach throughout the negotiations and beyond.
This Council should heed their call, and extend the mandates of the Special Rapporteur and the Fact Finding Mission, which are distinct and complimentary.
The Fact Finding Mission has so far focused on human rights violations in the context of the women, life, freedom protests. They concluded, however, that their findings are just the tip of the iceberg. Follow-up is needed to investigate the breadth and complexity of human rights concerns in Iran. 
We commend the core group for taking a pragmatic and cost-effective approach in the context of the UN wide liquidity crisis, by extending the mandate of the Fact Finding Mission while broadening its scope. They are also doing their part in making this Council more efficient by combining the two mandates in one resolution and setting an example with a combined interactive dialogue.

The resolution before us extends two essential mandates. The human rights situation on the ground merits the continuation of both mandates, particularly with a view to accountability and justice for victims. 
The Kingdom of the Netherlands will therefore vote in favour of resolution L.20 and we call on all members of this Council to do the same.
