Oral update by the High Commissioner on Ukraine
Statement of the Kingdom of the Netherlands delivered by H.E. Mr. Paul Bekkers, Permanent Representative, Permanent Representation of the Kingdom of the Netherlands to the UN in Geneva.
Deputy High Commissioner,
We thank you for your oral update and we would like to express
again our deep appreciation for the work of the Human Rights
Monitoring Mission in Ukraine, which remains indispensable.
The
report of the HRMMU, its 41st already, documents Russia’s continued
disregard for the most basic tenants of international law.
Its
bombing of populated areas leading to the highest number of civilian
casualties since 2022.
Its unrelenting campaign of destruction
against civilian energy infrastructure, leaving people to face the
freezing winter temperatures without heating.
And the forced
Russification attempts to destroy Ukrainian identity in the
temporarily occupied territories of Ukraine.
We are particularly
concerned by the additional findings that torture and ill-treatment of
Ukrainian POWs in the hands of the Russian Federation has been
widespread and systematic.
Your update on the continued violation of IHL and IHRL in Ukraine by Russia underlines once more the importance of combating impunity for international crimes and large-scale human rights violations. The Kingdom of the Netherlands, as lead nation on point 7 of President Zelensky’s Peace Plan, will continue to support Ukraine on its path towards accountability.

How can the international community
most effectively support civil society organizations in the
temporarily occupied territories of Ukraine and survivors of severe
human rights violations, including gender-based violence, torture and
attempts to erase their Ukrainian culture and identity?
