JOB DESCRIPTION
International climate action is a priority for the Netherlands, as is water and food security, also in a multilateral context. In addition to (humanitarian) organisations such as UNOCHA, UNHCR, IOM and the Red Cross/Red Crescent, Geneva is home to dedicated organisations, networks and platforms such as UNDRR, WMO, the SUN Network and UN Water, which are as well paying increasing attention to climate, water and food security. Water management and climate change are also high on the agenda in UNECE. And in the areas of health and trade, more attention is paid to the impact of climate change, water and food security.

This attention increasingly reflects the need to preventively address climate change, water management and food security in order to prevent conflicts, increasing economic and humanitarian needs, refugee and migration flows and disasters. The Netherlands has a vocal and recognised commitment to climate action (mitigation and adaptation) as well as to the global water agenda and in the areas of agriculture and food security. We are an important player in these dossiers with a significant opportunity to influence policy.

You represent the interests of the Kingdom of the Netherlands in the areas of climate, water and food security in various organisations, forums and processes. Under the leadership of the Head of the Political Department and in consultation with the various departments within the PR, you contribute to the development and implementation of policy in these areas. You collect, identify, analyse, interpret and report on information and developments. You are aware of stakeholder positions (including their interests), have grasp of the feasibility of possible actions and decisions, and you recognise potential risks.

In consultation with your manager, you set concrete and achievable goals and priorities. You have a good network (locally and in the Netherlands), use contacts at the right time, form alliances and build bridges to achieve objectives. You assess the support for ideas and decisions and include this in the development and implementation of further Dutch efforts. You actively exchange knowledge/information/ ideas and are recognisable within the organisation and outside the PR.

TYPE OF EMPLOYEE WANTED
The candidate must have completed academic university studies, preferably in the field of international law, international relations or in the field of climate, water or food security. Multilateral or international work experience in the field of climate, water or food security is recommended. The candidate preferably has an affinity with international and multilateral cooperation and developments regarding climate action and water, and has very strong written and oral fluency in Dutch and English. Affinity with other official UN languages is an advantage.

The candidate has a well-developed sense of political relations, operates deftly in a multi-faceted environment in both Geneva and the Hague, and knows how to promote and defend Dutch interests and the Dutch position in Geneva-based organisations and towards other countries. The candidate also has strong organisational skills, is resistant to stress, flexible, and maintains the overview of a wide variety of files. The candidate is familiar with the priorities of Dutch foreign policy in the areas of development aid, climate action, water, food security and foreign trade.

WORK ENVIRONMENT
The PR in Geneva has around 33 FTEs, of which approximately a third is locally employed. There are three departments: Political Affairs, Economic Affairs and Internal/Administrative Affairs, as well as the Representation on Disarmament. Despite the variety of topics and forums, we work as a team and cooperation between the departments is actively sought and encouraged.

Geneva is home to 35 international organisations and more than 400 NGOs. International organisations include specialised UN organisations, as well as the WTO. Of the 400 NGOs, approximately 300 have ECOSOC status. Organisations are active in the areas of disarmament, human rights, humanitarian aid, economy, peace, trade and development, labour, health care, migration and increasingly also in sustainability and climate. Geneva is therefore a place where various actors (states, UN, international organisations, NGOs) come together on specific themes to, among other things, negotiate workable frameworks and promote their implementation.

The interests of our Kingdom are great and we defend them in international meetings. The PR also organises events, conferences and round tables, in which we bring together as many players and different perspectives as possible in order to provide a constructive contribution to the issues on the Geneva agenda and to highlight the Dutch position. The Netherlands is an important donor within the UN, and more broadly.

The iron work load entails a constant high workload; incoming visits and important, sometimes multi-day policy meetings can lead to a peak load of several weeks.

The PR is housed in a modern, spacious office from which most organisations can be reached on foot, by bike or by public transport. Lake Geneva and the mountains around it create an inspiring working environment.

EMPLOYMENT CONDITIONS
You will be employed by the Ministry of Foreign Affairs on a local contract to which the so-called 2020 Legal Status Regulations for Locally Employed Employees of the Ministry of Foreign Affairs applies.
The position is a scale 9 position (Policy Officer). The indicative starting salary (based on the Swiss wage table, scale 9, wage number 0, full-time) is CHF 9,667 gross per month.

Beleidsmedewerker Klimaat, Water, Voedselzekerheid en Ontwikkelingshulp (1,0 fte)

Contract voor bepaalde tijd tot en met 31 december 2025, met mogelijkheid tot verlenging onder voorbehoud van financiële dekking.

Permanente Vertegenwoordiging (PV) van het Koninkrijk der Nederlanden te Geneve, Politieke Afdeling, Cluster Humanitair, Migratie en Gezondheid, maar met PV-brede inzet en verantwoordelijkheden.

FUNCTIEOMSCHRIJVING
Internationale klimaatactie is prioriteit voor Nederland, evenals water- en voedselzekerheid. Zo ook in multilateraal verband. Naast (humanitaire) organisaties als UNOCHA, UNHCR, IOM en het Rode Kruis/Rode Halve Maan, bevinden zich in Geneve ook dedicated organisaties, netwerken en platformen als UNDRR, WMO, het SUN Netwerk en UN Water, die ook steeds meer aandacht besteden aan klimaat, water en voedselzekerheid. In UNECE-verband staan watermanagement en klimaatverandering eveneens hoog op de agenda. En ook op het vlak van gezondheid en handel is meer aandacht voor de impact van klimaatverandering, alsook water- en voedselzekerheid.

Deze inzet reflecteert in toenemende mate de noodzaak om klimaatverandering, watermanagement en voedselzekerheid preventief te adresseren om conflicten, verder oplopende economische en humanitaire noden, vluchtelingen- en migratiestromen en rampen te voorkomen. Nederland heeft een zeer uitgesproken en erkende inzet op klimaatactie (mitigatie en adaptatie) alsook op de mondiale wateragenda en op het vlak van landbouw en voedselzekerheid. We zijn op deze dossiers een speler van belang met een aanzienlijke mogelijkheid tot beleidsbeïnvloeding.

Je behartigt de belangen van het Koninkrijk der Nederlanden op het gebied van klimaat, water en voedselzekerheid in verschillende organisaties, fora en processen. Je draagt onder aanvoering van het Hoofd van de Politieke Afdeling en in samenspraak met de verschillende afdelingen binnen de PV bij aan de ontwikkeling en uitvoering van het beleid op deze terreinen. Je verzamelt, signaleert, analyseert, interpreteert en rapporteert over informatie en ontwikkelingen. Je kent het krachtenveld (incl. belangen), schat haalbaarheid van acties en besluiten in, en onderkent tijdig afbreukrisico’s. 

Je stelt concrete en haalbare doelen en prioriteert in overleg met leidinggevende. Je hebt een goed netwerk (lokaal en in Nederland), benut op het juiste moment contacten, vormt allianties en bouwt bruggen om doelstellingen te behalen. Je toetst het draagvlak voor ideeën en beslissingen en neemt dit mee in de ontwikkeling en uitvoering van de verdere Nederlandse inzet. Je wisselt actief kennis/informatie/ideeën, en bent herkenbaar binnen de organisatie en buiten de PV.

TYPERING GEZOCHTE MEDEWERKER
De kandidaat dient een academische studie te hebben voltooid, bij voorkeur op het terrein van internationaal recht, internationale betrekkingen of op het gebied van klimaat, water of voedselzekerheid. Multilaterale of internationale werkervaring op het gebied van klimaat, water of voedselzekerheid strekt tot aanbeveling. De kandidaat heeft bij voorkeur affiniteit met de internationale en multilaterale verhoudingen en ontwikkelingen omtrent klimaatactie en water, en heeft een zeer sterke geschreven en mondelinge spreekvaardigheid in het Nederlands en het Engels. Affiniteit met andere officiële VN-talen is een pre. 

De kandidaat beschikt over een goed ontwikkeld gevoel voor politieke verhoudingen, opereert behendig in een veelzijdig milieu in zowel Geneve als Den Haag, en weet het Nederlandse belang en de Nederlandse positie bij Geneefse organisaties en andere landen in te brengen en te verdedigen. De kandidaat beschikt tevens over sterke organisatorische vaardigheden, is stressbestendig, flexibel, en behoudt het overzicht bij een grote verscheidenheid aan dossiers. De kandidaat is bekend met de prioriteiten van het Nederlandse buitenlandsbeleid op het gebied van ontwikkelingshulp, klimaatactie, water, voedselzekerheid en buitenlandse handel. 

WERKOMGEVING
PV Genève heeft rond de 33 fte’s, waarvan circa een derde lokaal. Er zijn drie afdelingen: politiek, economie en interne zaken, alsmede de vertegenwoordiging op ontwapening. Ondanks de verscheidenheid aan onderwerpen en fora werken wij als een team en wordt de samenwerking tussen de afdelingen actief opgezocht.

In Genève zijn 35 internationale organisaties en ruim 400 ngo’s gevestigd. Onder de internationale organisaties bevinden zich gespecialiseerde VN-organisaties en de WTO. Van de 400 ngo’s hebben ca. 300 de ECOSOC-status. Organisaties zijn actief op de terreinen ontwapening, mensenrechten, humanitaire hulp, economie, vrede, handel en ontwikkeling, arbeid, gezondheidszorg, migratie en steeds meer ook op duurzaamheid en klimaat. Genève is daarmee een plek waar verschillende actoren (staten, VN, internationale organisaties, ngo’s) op de specifieke thema's bij elkaar komen om o.m. werkbare kaders uit te onderhandelen en uitvoering daarvan te bevorderen.

De belangen van ons Koninkrijk zijn groot en verdedigen wij in internationale vergaderingen. Ook organiseert de PV evenementen, conferenties en ronde tafels, waarin we zoveel mogelijk spelers en verschillende perspectieven bijeen brengen om zo een constructieve inbreng te leveren aan de vraagstukken op de Geneefse agenda en de Nederlands positie daarbij over het voetlicht te brengen. Nederland is een belangrijke donor binnen de VN, en breder.

De ijzeren werkvoorraad brengt een constante hoge werkdruk met zich mee; inkomende bezoeken en belangrijke, soms meerdaagse beleidsvergaderingen kunnen leiden tot een piekbelasting van meerdere weken.

De PV is gehuisvest in een modern, ruim kantoor van waaruit de meeste organisaties te voet, te fiets of met OV te bereiken zijn. Het meer van Genève en de bergen er omheen creëren een inspirerende werkomgeving.

ARBEIDSVOORWAARDEN
Je komt in dienst van het Ministerie van Buitenlandse Zaken op een lokaal contract waarop de zogenoemde Rechtspositieregeling lokaal in dienst genomen werknemers 2020 van het Ministerie van Buitenlandse Zaken van toepassing is.

De functie bevindt zich op schaal 9 (beleidsmedewerker). Indicatie startsalaris (gebaseerd op loontabel Zwitserland, schaal 9, loonnummer 0, voltijds): CHF 9.667 bruto per maand.
