There can be no democracy or rule of law if these rights are not promoted and protected. The Netherlands has a rich tradition of defending human rights, both at home and abroad. Doing so is a moral and legal obligation, besides which respect for human rights leads to a more stable and prosperous world, which also benefits the Netherlands.

The Human Rights Fund is the instrument through which the embassies support activities of local civil society organizations aimed at protecting and promoting human rights. The projects concerned contribute to the implementation of human rights obligations by which a country has already agreed to be bound, or to the dialogue about human rights in a country. In allocating funds, consideration is given to the seriousness of the human rights situation in relation to the Netherlands’ human rights priorities and the likely effectiveness of the intended activities.

The priority themes for Serbia and Montenegro are: freedom of expression, equal rights for LGBTI and gender equality.
