Triple-Nexus approach
Enabling a transition to a peaceful, inclusive and resilient South Sudan requires an integrated approach in which different thematic areas contribute to the overarching objective. The humanitarian sector cannot reduce aid dependencies on its own and sustainable development cannot take root without peace and stability. The Netherlands aims to overcome the siloed, output-oriented aid approach, which ignores the challenging enabling environment in South Sudan, by treating the humanitarian, peacebuilding and development work as interconnected. Specifically, the Netherlands will focus on three integrated sub-objectives, where each objective includes both a nexus goal and a sectoral goal.
- Humanitarian: Deliver effective, life-saving humanitarian aid, reducing needs and dependencies.
- Peacebuilding: Address key drivers of conflict, consolidate peace, build social cohesion and trust.
- Development: Deliver (localized) inclusive, sustainable development, address structural root causes of humanitarian needs.
The Netherlands takes a leading role in discussions with the EU, UN and other development partners to push for stronger coordinated triple-Nexus programming and improved relations with the government at central and local levels in South Sudan.
The Partnership for Peace, Recovery and Resilience (PfPRR) will be an important vehicle for operationalizing the area based triple nexus approach.
