General features of the job
You will primarily be responsible for helping to further develop policy for the Embassy’s Cultural and Public Diplomacy (PD) activities and for drawing up project proposals in the area of culture. This also means managing the Embassy’s different social media channels, writing articles and making video recordings. You will be the embassy’s eyes and ears for monitoring developments and signalling opportunities within the Ukrainian cultural sector. A creative mind and broad (informal) network in the cultural and media sector are a must.
As a Policy Officer Culture and Public Diplomacy you will also be involved in creating and organizing cultural events in and outside of the Embassy, like setting up the World Press Photo exhibition. This means coming up with ideas, assisting in setting up a program and inviting speakers. Always with communication, representation and visibility in the back of your mind. You are also available to jump in for interpreter and translating duties if the need arises. Besides visits you will also support project work. The embassy has a diverse project portfolio and you will specifically assist with all the culture related projects. Your manager will be the head of political department and you will work closely with the Second Secretary for Culture and PD.
Duties
- Develop and maintain a network of contacts in the Ukrainian and Dutch creative and cultural sector to support the implementation of our cultural strategy;
- Coordinating and developing content for the Embassy’s social media accounts (Facebook, Twitter, Linked-In) that are in line with our PD strategy;
- Following and reporting on the Ukrainian cultural sector;
- Develop a Cultural Heritage Protection policy given the war circumstances taking into consideration the Cultural Emergency Response activities (ex Prins Claus Fund);
- Support Dutch language education and promotion in Ukraine;
- Develop and sustain a network of contacts in Ukrainian media to support the Embassy’s communications;
- Advice the Embassy leadership and other expat staff about possible PD activities (online, offline, podcasts, video, (media) appearances);
- Administer the project cycle for cultural and PD-related projects;
- Organization with local partners of several PD events a year;
- Providing assistance where relevant, including as translator and interpreter.
Working environment
The Netherlands Embassy in Kyiv promotes and implements bilateral cooperation between the Netherlands and Ukraine with the aim to strengthen bilateral ties and strengthen political stability, security and economic growth in Ukraine.
The Netherlands Embassy in Kyiv has almost 40 staff members. The Embassy is organised in a political, an economic/agricultural, a consular/ administrative section and has several specialised attaches. Within the Embassy the ‘one team’-way of working is promoted, through crosscutting reporting, activities and information sharing.
Knowledge and skills
Level of education: higher professional level
Level of experience: 5 years’ relevant work experience required
- Experience with working in the cultural domain and with/in Ukrainian media;
- Experience and affinity with shaping cultural and PD strategies, managing social media accounts and advising about PD opportunities;
- Technical skills to work hands on with camera’s, lighting and teleprompters – or willingness to learn;
- Experience with project management;
- Excellent level of English (native language is expected to be Ukrainian; knowledge of Dutch is a bonus);
- Analytical, networking and organisational skills.

Has a deep understanding of the Ukrainian cultural sector. Available for duty travel outside Kyiv. Function requires participation in events and accompanying delegations outside office hours (i.e. evenings or weekends). Well-developed organisational, administrative and communication skills. Ability to multi-task and work on various projects at the same time.
